UAE Driving Age 17: New Rules And Licensing Steps In Dubai

Teenagers in the UAE no longer have to wait until they’re 18 to get behind the wheel. Under federal traffic rules, which have become active in 2026, the UAE driving age is 17. Yes, 17-year-olds can now legally apply for and earn a private car licence in the UAE.

The New UAE Driving Age Rules and Vehicle Requirements

The UAE introduced major updates to national traffic laws on March 29, 2025, and one of the most notable changes is the lower minimum age required to get a private car driving licence. It used to be 18, but now it’s 17. In 2026, this 2025 traffic law update on the minimum age required to get a driver’s licence has become active.

The distinction between vehicle categories is important, however, as the age reduction does not apply universally across all transport types:

  • Private Car Licence: Eligible applicants can apply and train for a private light-vehicle licence at 17 years old. They can get their licence after passing all required theoretical and practical examinations.
  • Motorcycle Licence: The minimum requirement to apply for a motorcycle licence and to operate a motorcycle is  17. Applicants must demonstrate technical balance, spatial awareness, and protective gear discipline.
  • Heavy Vehicle Licence: The minimum age required to apply for and obtain a licence to operate heavy vehicles, trucks, and mechanical equipment is 20.

For newly licensed drivers, choosing the right vehicle is an important consideration. Beyond licence eligibility, young motorists should look at factors such as vehicle size, safety features, ease of handling and overall suitability for everyday driving. Those interested in customised and luxury vehicles in the UAE can also explore specialist automotive options once they have gained sufficient driving experience.

In addition to age limits, the federal traffic system applies specific validity rules based on the driver’s age at issuance.

  • Driving licences issued to those who are under 21 years old are valid for one year only and require annual renewal.
  • Driving licences for GCC/UAE citizens who are 21 years old and above are valid for 10 years.
  • Driving licenses for UAE residents who are 21 years old or older are valid for five years.

The shorter renewal period for younger drivers is designed to make them more mindful and careful, so they can maintain clean traffic records and have no renewal issues.

The federal traffic laws set the minimum driving age eligibility, but it’s the individual emirates, particularly their local transport authorities, that oversee licensing procedures. In Dubai, the Roads and Transport Authority (RTA) oversees traffic files, testing standards, and driving institute accreditations.

Required Documents to Apply for a Driving Licence in Dubai

The required documents will vary depending on what type of applicant you are:

  • You’re a first-time applicant.
  • You’re renewing a Dubai driving licence.
  • You’re renewing a licence issued in another emirate.
  • You’re applying to convert an existing foreign driving licence.

Applicants who are 17 years old are likely first-time driving licence applicants.

The core documents required when applying for a driving licence are:

  • A valid (unexpired) Emirates ID (original and copy)
  • An eye test report from an RTA-approved optical centre
  • Passport with UAE residence visa page (a copy of the visa page is required)
  • Two passport-size photos

To log in to the portal or platform of your choice, you will need your Emirates ID, passport, or UAE Pass credentials.

Aside from the core requirements, the RTA may also ask for the following:

  • Original foreign driving licence (for expats, if you have an existing foreign licence)
  • No objection certificate from your sponsor
  • Medical fitness report

The Driving Licence Application Process in Dubai

After gathering all the documents, create or open an official traffic file. You can do this via three channels:

  • The RTA website
  • The RTA mobile app
  • Your preferred driving institute (e.g., Bin Yaber Driving Institute)

Follow the system prompts. After successfully opening a file, you will complete the eye test, submit any other requirements, and register for driving training.

Your learning program will depend on your type of learner and experience level.

Beginner drivers (as is the case with 17-year-old applicants) naturally have to undertake a beginner-level course, while expats with extensive driving experience may opt for an expert course (e.g., a direct test course for golden visa holders).

Learning courses combine classroom lectures with extensive practical/hands-on driving instruction, unless it’s a direct test course, of course. Direct test courses let experienced drivers skip lessons and move directly to testing (i.e., theory test and road test).

A new driver’s training involves several mandatory components:

  • Theory Classes: You’ll sit through theory lectures on various topics, including the right attitude and driver’s responsibilities, driving on freeways, traffic violations, route planning, forecasting hazards, and how to act in accidents. Theory lectures are delivered in a classroom setting, although some driving institutes make them available online.
  • Practical Lessons: You’ll need to go through practical training to learn basic vehicle operation, driving on a two-way street, driving on a multilane street, special manoeuvres, and highway, night, and independent driving.
  • Theory Test: You’ll sit for the RTA-administered theory test.
  • Internal Assessments: Before you take the actual RTA road test, you’ll undergo multiple practical tests and assessments at your driving institute. For instance, your internal yard test will assess your mastery of parallel parking, garage parking, angle parking, and slope control.
  • RTA Road Test: After passing internal driving school evaluations, you will take the RTA road test. If you pass this (as well as the earlier theory test), you will receive your driving licence.

A Lower Minimum Driving Age in the UAE

In 2026, 17-year-old UAE citizens and residents can apply for a private light vehicle driving license. This is lower than the old driving age threshold of 18.

While the age eligibility has changed, the process to obtain a driving license remains as rigorous as ever, requiring applicants to undergo theoretical and practical driving training and to pass RTA theory and road testing.
