Vendor appraisal and pre-qualification. Project risk assessment and contracting strategy. Develop scope of works, formulate terms and conditions and pricing schedules; preparation of enquiry documentation (ITT) using various standard (FIDIC, NEC, JCT, etc.) and bespoke contract templates. Compliance with local content parameters. Tender registration and opening; bid clarification and normalisation; technical and commercial evaluation; benchmarking, rate and price negotiation. Liaison with Tender Board for approvals. Prepare and issue contract documentation for award and signature. Placement of insurances, performance guarantees and advance payment bonds. Post-award contract review and support to contract holders on variations and change orders. Preparation of contractual correspondence. Monitor compliance to requirements and conditions, and report on contractual matters to Management. Verification/ preparation/ submission of invoices, contra charges and set-off. Evaluation and defence of claims. As a contractor: preparation of change proposals, invoices, and recharges including vessel utilisation and marine spreads.
