Key Purpose of the Role:
Holds the distinction of being the Project Operational Focal Point for the HSEQ Department on specific projects.
To plan, organize, and direct the HSEQ Department to provide professional high quail services, ensuring consistency with company strategy, commitment and goals
Responsibilities and Tasks

Project HSE Manager - EPC – SPBM and Offshore pipeline, Tank Farm Construction and Modification Project
Client: Our client a leading EPC had a requirement for a Project HSE Manager to work on major Onshore / Offshore Pipeline, Installing SPBM and Tank Farm reconstruction and with modifications. Project based Sri Lanka –Ceylon Petroleum Corporation.
Mission
• Ensure correct development , management and improvement of Project HSE Management System throughout the engineering and development phases (EPIC) of the project
• Plan and coordinate the activities of all HSE personnel on site
• Define criteria and references for developing project HSE plans and for undertaking specific studies and global analysis evaluating performance in normal operating and upset conditions
Tasks

Ensure that all design and construction activities carried out by the EPC are conducted in strict accordance with the Client HSE Requirements, HSE Standards, applicable local legislation, International standards (ISO14001 and OSHAS18001)
• Staff and manage HSE design and site personnel
• Ensure Project HSE plans and Procedures are developed and implemented throughout the entire project life
• Define HSE strategies for the entire project and review the design studied from HSE point of view
• Conduct pre construction survey, identify safety criticalities and environmental sensitive areas and design mitigation measures
• Assist the Project engineering and management teams in the Risk Management process (i.e HAZOP, HAZID, Hazard and Effect Management Process, Risk Assessments etc)
• Take part in accident / incident investigation
• Assist construction teams in HSE Risk Management and Occupational Safety Risk Assessment
• Identify properly potential emergency scenario and development of Project HSE Training Programs
• Promote periodical Project HSE Review and ensure proper Project HSE Close out report
• Ensure Health Management System implementation and MEDEVAC set up
• Perform Significant Environmental Aspects identification and Management plans
QHSE monitoring on pipe laying and welding.

As a Regional Project QHSE Manager

Administered the development and implementation of the ISM
(Integrated Management System) & OHSAS 18001:2007,ISO14001:2004, ISO 9001
Established the HSSE Audits.
Pipe laying QHSE Audits.- Formulated the routine HSSE reports for company and governmental use.
Acted as the Site Manager for 10 months including HSE management.
Have represented the Leighton International Ltd. for contractual obligations to Ceylon Petroleum Corporation as an acting Site Manager.
Spearheaded the engineering/construction coordination with Sub-contractor Beijing Petroleum Design Institute to modify existing terminal tank farm to manage petrol and heavy fuel oil in addition to the diesel and kerosene.
Supervised the three Safety Engineers, Project Engineer, and QA/QC inspector, one document controller, and a secretary including three drivers.

Represented the Leighton International Ltd for contractual obligations to Ceylon Petroleum Corporation as an acting Site Manager.

Coordination between Leighton Head office and project activities.
Delegated to receive contractual money transmittal with the Ceylon Petroleum Corporation.
Engineering/construction coordination with sub contractor Beijing Petroleum Design Institute to modify existing terminal tank farm to manage petrol and heavy fuel oil in addition to the diesel and kerosene.
Coordinated for tank farm modification work, Horizontal Directional Drilling for 7 km long pipe laying which was done by the company named nacap,

Coordinated Subsea pipe laying, PLEM (Pipeline End Manifold) installation. - Coordinated Subsea new CALM (Catenaries’ Anchor Leg Mooring)
Coordinated to install an additional pipeline to transport Fuel Oil.- Coordinated to install subsea SPBM (Single Point Buoy Mooring)
Coordinated pre-commissioning and commissioning of the SPBM -
Offshore pipeline, tank farm modification project

The Fire and Safety Manager- Refinery is responsible for managing Oil and Gas Technical and Operational Safety, HSE design, construction, commissioning and maintenance projects across multiple oil & gas field locations across the country. The Fire and Safety Manager thus will be conversant with local and international HSE laws, regulations and norms.
Key Accountabilities
The Fire and Safety Manager will come from a strong engineering health and safety, background and is responsible for managing design, construction, commissioning and maintenance operations in the country.
Prepare, promote and support the implementation of the HSE Management System Procedures and standards.
Supervise the monitoring of HSE metrics in order to provide recommendations to HSE management, where necessary to meet established HSE standards & goals
Oversee the development of approaches and solutions to HSE-related issues including managing investigations of accidents and near missies etc producing summarizations of findings and recommend strategies to prevent recurrences supervise proposals and the implementation of a course of action.
Manage support functions and NDE requirements and sour services
Assessing and managing contractors - Outline the tools, standards, measurement, Competency and controls applicable in Process Safety Management in the oil & Gas industries -Plans develops & delivers basic safety, health & environment (SH&E) training to employees & other personnel to ensure proper communication of SH&E principles & practice & to promote desired safe behavior in line with Safety , Health, Environment Management System (SHEMS) -
Explaining the role and purpose of a Permit to Work system - Explaining the key principles of safe shift handover - Investigating workplace accidents, injuries or any occupational health concerns facing Client staff and make attempts to determine underlying causes and measures to either prevent or mitigate and manage such concerns - Analyzing information and evaluate results to choose the best solution solve problems related HSE and advise management accordingly. -

Refinery Responsibilities
Identifies all significant process hazards for the KAZ Refinery units and components in accordance with the company’s risk management procedures and provides process risk management support for safe operation of process equipment.
Takes responsibility for HAZOP analysis on existing and new operating procedures for plant equipment, taking responsibility for all HAZOP, SIL study and other process risk management studies inside the Refinery as directed by management.
Takes responsibility for process safety in specific operational units as assigned by management.
Ensures the approval of all deviations from performance criteria for equipment critical to process safety by carrying out review and approval procedures in accordance with company guidelines.
Provides process safety expertise and support to the Process Engineering Sections and Laboratory Sections as required in the implementation of new products and processes
