This position which reports to Manager (Contract Management/Planning) & Head of Production is responsible to execute and implement an effective contract management by ensuring all relevant contracts are in place and all recommended materials are procured, expedited stored, tagged accordingly and services are procured, expedited and monitored accordingly, to meet the operation, maintenance and end user’s requirements.

1 Coordinate and manage contract plans/tendering processes with procurement department and administer the contracts preparation including consolidation of the scope of work and cost estimate for the Reliability & Maintenance department through Master Procurement Plan (MPP) initiation, monitor approved contract value
(ACV) until contract expiry, to ensure that all the contract are executed as per approved contract value (ACV) and contractual obligation.

2 Maintain proper records of existing contracts, by monitoring and updating expenditure against approved contract value, change orders/variation orders, and raise requisition for new contracts as needed by users.
3 Audit, analyze and monitor contractor’s performance and prepare reports for management's perusal using Contractor Performance Evaluation (CPE) system to ensure contractors compliance with the contract requirements.

Plan, direct and control all operation and support services to Production department, which include logistics coordination, contract management (e.g. catering, pest control, manpower, site office upgrading and renovation, landscaping, etc), manpower planning and training for Production Department, onshore/offshore administration and budget utilisation (e.g. consumables and administrative fixed asset, etc) ensuring smooth Fields/Terminals operations in a cost effective manner.

Job Accountability

1. Lead, develop and manage contract for Production Operations which include providing input on master procurement plan (MPP) to support Fields/Terminals operations in compliance with the established PCSB and PETRONAS Contracting and procurement procedures and guidelines.
2. Coordinate and consolidate the execution of HSE Plan in related matters e.g. hygiene inspection, safety passport compliance, UDAT coordination, etc
3. Manage and monitor contract services provided by Vendors on all related activities e.g. pest control, catering services, landscapng, etc to maintain a hygienic & healthy living condition on platforms/terminals.
4. Department focal point and Secretary for manpower planning meeting/discussion, to strategize Department manpower movement. The tasks involved:
i. Organized and facilitated the meeting which involved all field managers.
ii. Compiled boxes without warm body to be shared with the field managers and department manager, as basis for discussion.
iii. Documented and communicated Department manpower requirements for SHR for action
iv. Proactively follow up with SHR to ensure empty boxes are being filled to ensure positions are all filled up and future position already identified up front for better planning.
5. Department focal point in enabling Turkmenistan (TO) technicians to do their on job traininig (OJT) in SBO locations.
i. Led the team in organizing a workshop to expose the TO technicians to SBO work environment, and build relationship between the technicians with SBO staff.
ii. Planned and coordinated TO technicians’ mobilization to all SBO locations. Ensured the technicians have bedding at offshore without fail, throughout the duration of their assignment in SBO.
6. Plan, coordinate & execute Operations Readiness Strategy (ORSA) strategies for Operations to ensure readiness for SBO and operational requirement align with new projects development
7. Coordinate the placement of 100 new technicians to the existing locations prior to readiness of new facilities.
8. Manage manpower supply services and administration to provide competent personnel for an effective and efficient operation services to platforms/ terminals e.g. Medic, radio operators, general helper, etc.
9. Lead and direct the preparation, consolidation and of administrative fixed assets, consumables for WP&B and manage utilisation of approved budget.
10. Manage and verify procurement process on all administrative consumables and fixed assets, manpower services, etc (application of SAP R3 System to raise PR, view PO, delivery of items, GRN, SA, invoice processing for payment by Finance (PFA) and petty purchase of consumable items).
11. Manage and monitor approved contract value (ACV) and utilisation via monthly updates and year end summary, to ensure non-bursting of ACV before expiry date.
12. Coordinate logistics operations of chopper schedules and supply/crew boat movement. Monitor and take appropriate action for No Show cases.
13. Coordinate staff matters pertaining to PPA, PPE, platform/terminal cleanliness, staff training, overtime claims, religious class, etc.
14. Plan, lead and organise administration functions e.g. department functions, team building, public relations for visitors, etc to inspire staff morale, interpersonal relation and motivation.
