An experienced Contracts Director with more than 20 years of diversified international and domestic experience within the public and private sectors, with a strong emphasis in Construction/Program Management. Working on both the Owner’s and Contractor’s side specializing in competitive contract execution on large, heavy/civil, public works/capital outlay projects. Industries of expertise include transportation: airports and rail, solar/PV, power/renewable energy, vertical facilities: schools/hospitals, as well as professional services contracts in support of each of these market segments. Core responsibilities and functions have included: pre and post award construction contracts management and administration, with a heavy emphasis on the cradle to grave government/public works bidding and contracts execution process, in design/build, design/bid/build and CMAR projects, in addition to managing contractual terms throughout the life of the project, writing and executing change orders, task orders, analyzing Time Impact Analysis and budget forecasting. Additional responsibilities include management of RFP/RFQ government selection/best value process, including FAR, FIDIC and Power Purchase Agreements. In addition, there has been a heavy emphasis on contracts negotiation and deal team structuring, project management and contract compliance.

Currently the Project Director representing Intel on its 7 billion dollar construction program in Phoenix, AZ. As an Owner representative my duties include project execution and delivery of Intel’s base-build/FAB manufacturing, link, and water projects. These services include managing the estimating, project controls, contracts management and negotiation, and claims management disciplines for the General Contractor, MEP, CSA, and Electrical sub-contractors for these projects. Co-located at the Intel Ocotillo site, my staff of 22 construction management professionals and I interact with Intel and the construction team to help deliver Intel’s vast suite of projects on time and on budget. In addition to these services, I also manage a team of auditing professionals who conduct auditing services for Intel’s construction program. We audit Intel’s payout of actuals to contractors, including labor, materials and general conditions.

Director of Contracts for the Inglewood Unified School District’s Program and Construction Management Team. Managing the Measure GG Capital Projects I act as both the lead contracts officer as well as one of the key decision makers on the team. Managing a team of three direct reports and six indirect reports, this unique role allows me to utilize my skillsets in both pre-award and post-award contracts management. This includes determining which procurement methods work best for which project, as well as managing the entire bid/award process, managing all disputes, protest, claims, change order negotiation and time delays. In this role a significant portion of my time is allocated to direct interfacing, advising and managing the client; I also interface with the District’s outside counsel to help determine best practices, and means/ methods for the various challenges that we are faced with. This role also includes training and supervising the contracts administrators and construction managers, which are a mixture of consultants and District staff. I am also required to present and speak publicly at various community and stakeholder events.

Currently the Director of the Contracts for LAX’s Airport Development Group for the new 1.8 billion dollar international Terminal. This is a design/build, design to budget project, as Director I function both as the lead contracting officer, as well as a senior member of the Program Management team. Managing a team of 4 my responsibility includes ensuring that the communication between the owner and the design/builder is seamless, and to help enable the design/builder provide the deliverable to the owner. These duties also include managing the contract terms and conditions through the design phase (Phase 1), up to and through the construction phase, (Phase 2). This includes management and providing guidance on the design/builder team’s Basis of Design, 30 percent design, and up through 100 percent design; preparing and issuing task orders, change orders and approving field directives. In addition to my core function, I also guide budget and scope decisions, including working with the design/builder to help improve budget forecasting and meet schedule milestones.
I also manage the enabling projects associated with building this new terminal. These contracts include demolition of existing major structures to make way for the new terminal, relocation of utilities, and tunneling. These are major, standalone contracts and my duties include assisting the owner in managing the bid process, bid evaluation, issuing notice to proceeds, managing change orders, managing schedule milestones and issuing field directives.
