As a consequence of the population and economic growth in the State of Qatar more highways and associated infrastructure works are required, Public Work Authority (PWA), known also as ASHGHAL, intends to deliver the Local Roads and Drainage associated infrastructure within a coordinated framework of outsourced contracts over five to seven years with $20.0 Billion US Dollars budget.

PWA therefore appointed Parsons Brinckerhoff as the Programme Management Consultant (PMC) to undertake all the management activities associates with the delivery of the Local Roads and Drainage Programme (LR&DP).

Parsons Brinckerhoff has the overall responsibility for the successful delivery of the Programme to Cost, Time and the required Quality. These responsibilities will include the following:
a) The management and coordination of all interfaces with the PWA and its stakeholders;
b) The management and coordination of the PWA supply chain which includes:
(i) Five area based General Engineering Consultants (GEC) to cover Qatar North, Qatar South, Doha North, Doha South and Doha West; and
(ii) The various construction contractors appointed to deliver the physical infrastructure.
c) The development, with PWA, of a logistic and supply strategy.

Stakeholders are KahraMaa (Water & Electricity), QAF, CRA (Ooredoo, Vodafone & QNBN), PWA (TSE, SW, FS, Street Lighting, ITS, etc.), Qatar Gas, WOQOD, Qatar Cool, QP, MoI (DSSS), MUWASALAT, MME, UGN, etc.

Responsibilities:

As the Utilities Interface Engineer, my role is:
Managing the work from WSP│PARSONS BRINCKERHOFF Office at PWA Main Office.
Develop the relation between PWA/PMC and KahraMaa.
Communicate with both Planning and Construction departments at KahraMaa, and/or other Utilities Stakeholders, to make PWA’s GECs/Contractors comply with KahraMaa, and/or other Utilities Stakeholders requirements and standards but in the same time maintaining PWA interests.
Review GEC’s utilities submittals and raising technical and constructible discussions related to complying with the requirements and guidelines of all Stakeholders; the idea is to provide best design, easy to be constructed at site, and is not costly to the Client.
Managing Weekly Coordination and Technical Meetings with KahraMaa to discuss all technical concerns raised by PWA, PMC and GECs.
Prepare Workshops for PWA, PMC and GECs to update them with latest requirements by KahraMaa and other Stakeholders.
Prepare Reports for the high management indicating the status of approvals of electrical and utilities submittals; also, prepare Letters and responses related to electrical and utilities issues.
