Responsibilities
• Advice contractor on company HSE requirements to ensure contractor commitment and compliance is in line with company site specific HSE requirements.
• Review contractor Documents such as HSEMS Manual, Project HSE Plan, HSE Procedures, HSE Performance, Emergency Procedures, Training Plan, Risk Assessment, etc.
• Implement HSE pro-active measures in the project site activities as stated in HSE CoP (Code of Practices) & procedures of company.
• Assess on construction and installation methods of construction plant and equipment and advice / ensure HSE risks are As Low As Reasonably Practicable (ALARP).
• Interview contractor HSE staff to establish an excellent HSE organization at project sites.
• Conduct construction related HSE Trainings to Project Management Consultant (PMC) staffs to identify Site hazards during their job activities at Site and report them to company.
• Develop HSE Training Process and Initiate all kind of actions for conducting HSE Trainings by contractor to their Project team to ensure Project Training Plan is implemented effectively.
• Conduct formal Site HSE inspections and HSE Meetings on weekly basis with contractor Site Management and ensure recommended actions are closed by contractor and report submitted to company.
• Coordinate with company Senior HSE Engineer / HSE Engineer to ensure that company HSE requirements and Key Performance Indicators (KPI), etc are achieved at Site.
• Audit contractor's Project HSE Plan, HSE Procedures, and Emergency procedures. Training Plan, Site Activities, PPE Compliance at Site and submit Report to company and follow-up on Corrective and Preventive Actions (CPA) implemented by contractor.
• Closely monitor site activities and site conditions on daily basis to find out HSE lapses of contractor and take appropriate CPA and report to company Project Manager.
• Ensure that Project HSE programs and procedures are established, implemented, reviewed and improved as needed.
• Ensure emergency drills are conducted by contractor at Site as required by company.
